Based on a true story, a priest defies Nazi-occupation of Rome during World War II. Monsignor Hugh O'Flaherty runs an underground network helping Jews, POWs, and others escape. Lieutenant Colonel Herbert Kappler, head of the SS, suspects O'Flaherty of wrongdoing, but he eventually turns to him for help when the Allies march toward Rome.
