In retaliation for the death of his brother in a joint US-Russia attack, an Azerbajani warlord hires the Jackal to assassinate an unidentified world leader. The FBI enlists the help of a former sniper of the Irish Republican Army to help identify the anonymous assassin. Although a typical spy drama, the film shows international cooperation between US and Russian governments after the Cold War.
